The Judiciary of the Republic of Vanuatu has appointed Ms Aurelie Tamseul as the first Ni-Vanuatu Master of the Supreme Court, marking a landmark moment for the country’s justice system and opening new opportunities to strengthen mediation through a partnership with the Papua New Guinea (PNG) Judiciary.

Ms Tamseul has served as Deputy Master for more than eight years, building extensive experience in the administration of justice. Her appointment follows the signing of a Memorandum of Understanding (MOU) between the Judiciary of Vanuatu and the Judiciary of Papua New Guinea (PNG).

Chief Justice (CJ) Vincent Lunabek and his Papua New Guinea counterpart Chief Justice Sir Gibuma Gibbs Shalika signed the agreement in PNG on 5 June 2026. The MOU provides a framework for cooperation to strengthen judicial education and professional development, promote Alternative Dispute Resolution (ADR) training and systems, facilitate the exchange of judicial expertise and resources, support appellate capacity in Vanuatu where required, and build greater understanding of judicial processes, governance and ethics.

A key focus of the MOU is expanding the use of mediation within Vanuatu’s justice system. One of the Master’s core responsibilities is mediation, with the Master serving as mediator to help parties resolve disputes through agreement. Mediation is a voluntary, confidential and informal process that allows parties to communicate openly, identify key issues and negotiate mutually acceptable solutions without the need for a judge-imposed decision.

PNG’s judiciary has demonstrated the value of mediation in reducing case backlogs and improving access to justice. Under the MOU, Master Tamseul will have the opportunity to observe and participate in mediation proceedings in PNG, gaining practical experience to support the further development of mediation in Vanuatu.

As part of this initiative, the Vanuatu Judiciary plans to invite expressions of interest from people who wish to train as mediators. This will broaden local capacity and help extend the benefits of the MOU across the justice sector, contributing to better case-flow management within the courts.

The appointment of Master Tamseul marks a new chapter for the Supreme Court and the wider judiciary. The Judiciary congratulates her on her appointment and wishes her every success as she leads the continued growth of mediation while serving the people of Vanuatu with dedication and integrity.
