The Public Service Commission (PSC) has recently appointed Shirley Tokon as the new Director General (DG) for the Ministry of Health (MOH).

This was confirmed by the Acting PSC Chairman, Joe Ligo.

The ministry has been left without a permanent DG for several years since the former DG was suspended and transferred to the Sports Ministry. He was brought back temporary during COVID-19 pandemic. Responsibilities were carried out by the Director of Planning and Policy, Dr Samuel Posikai Tapo.

Tokon is not new to the MOH. She has served in various roles within the ministry before and now returns as the new DG.

The Acting PSC Chairman said PSC believes that she will lead the MOH with a visionary leadership. Ligo said her appointment followed a thorough process of ensuring qualified professionals are appointed to senior public positions.

In response, Tokon thanked PSC for the opportunity and emphasised that teamwork between the ministry and PSC is key to enhanced management and reaching health sector goals.

“We will work together with the Office of the Public Service Commission on the strategies in place to address health issues and improve our health sector,” she said in a statement to announce her appointment.

Her appointment increases the representation of female managers within the ministry.

Tokon holds a Bachelor of Applied Science and Environmental Health from Massey University, and a Masters in International Public Health from the University of New South Wales.

She has over 20 years of experience in policy and strategic development implementation in various roles working with government agencies, Non-Governmental Organisations, United Nations agencies and recently with the Vanuatu’s Development partner-Australian Aid.

She was the Program Manager for the Vanuatu Hospital Redevelopment Program before being appointed as DG, served as Program Analyst for the Global Fund, Health Technical Advisor for World Vision Vanuatu, and the National Climate Change Adaptation Program Manager for Oxfam Australia.

Alongside her leadership role in the health sector, Mrs. Tokon is an active contributor to community programs. She is the President of the North Efate Football Club, supporting and promoting youth participation in sports.

Apart from Tokon, the Acting PSC Chairman said the Commission has also appointed a new DG for the Ministry of Climate Change, who is yet to confirm his acceptance of the offer.

DG Tokon was introduced to the managers at the MOH on Monday 7th October 2024.
