In a bid to prepare newly elected Members of Parliament (MPs) for their legislative responsibilities, Vanuatu’s Parliament Secretariat, under the leadership of Clerk Maxime Banga, is organising a one-day orientation programme for first-time MPs in the 14th Parliament.
This programme, taking place on Friday, 7 February, aims to provide new legislators with the necessary knowledge, tools, and insights to navigate parliamentary processes. It will equip MPs effectively not only for the first sitting of Parliament, scheduled for 11 February, but also to understand their role throughout the 14th Legislature.
The orientation will cover a wide range of topics, including the Standing Orders of Parliament, legislative procedures, committee systems, the budget approval process, and ethical standards for MPs.
Participants will also engage in interactive sessions with seasoned parliamentarians, governance experts, and parliamentary staff, who will share their experiences and best practices for effective legislative work.
Fred Samuel, a newly elected MP for Efate Rural Constituency, is grateful for the opportunity to learn about parliamentary procedures and connect with his fellow MPs. Networking with colleagues, especially those with parliamentary experience, is incredibly valuable.
He said that it is an opportunity to learn the ins and outs of parliamentary procedures and will also give him and his peers the foundation needed to navigate the legislative process confidently, from proposing bills to participating in debates and committee work.
Mr. Samuel encourages all newly elected MPs to participate in the orientation programme, highlighting the importance of understanding their roles and parliamentary rules from the outset. He emphasised the need for MPs to be well-prepared for their responsibilities, particularly in understanding the Standing Orders and legislative procedures.
He said that the orientation programme will provide him with a solid foundation in parliamentary procedures. His proactive attitude towards it reflects his commitment to making the most of this opportunity to serve his constituents effectively.
The one-day orientation programme organised by Vanuatu’s Parliament Secretariat is an essential initiative for newly elected MPs. It is good to see a focus on equipping them with the knowledge and tools needed to succeed in their roles, especially with the upcoming first sitting of Parliament on 11 February.
New Port Vila MP Marie Louise Paulette Milne said this is a significant milestone for her in her new role.
Having transitioned from being a Port Vila City Councillor to now being elected as an MP, her journey shows a deep commitment to public service. For her, this is not just another step in her career but a noteworthy moment that comes with both excitement and responsibility.
Ms Milne is excited about the orientation programme, and her eagerness to learn the processes, protocols, and overall functioning of Parliament reflects a genuine desire to contribute meaningfully.
She said she is motivated by a sense of pride, not just for herself but for the opportunity to make a positive impact, not only in Port Vila but for all of Vanuatu.
Milne highlights how important the orientation is, especially for first-time MPs who are looking to hit the ground running and make an impact. She also emphasises the importance of learning the rules and procedures before stepping into the 14th Legislature.
By covering key topics like parliamentary procedures, committee systems, the budget process, and ethical standards, the programme will help MPs navigate their responsibilities with greater confidence and understanding.
The interactive sessions with governance experts and parliamentary staff will also provide a valuable opportunity for first-time MPs to learn from experienced professionals and gain practical insights.
The Parliament orientation for newly elected MPs will take place at The Melanesian Hotel.
