Low levels of education among offenders are emerging as a key concern in Vanuatu, with new data showing that most people entering the correctional system have only reached primary school.
Findings from the 2024 Offender Census show that Year 6 is the most common level of education among detainees, while most offenders serving community based sentences fall within Year 1 to Year 6 education levels.
The trend remains consistent with the 2023 census, indicating a continuing link between low education attainment and offending behaviour.
Director of Correctional Services Johnny Marango said the issue reflects broader social challenges, particularly among young people who leave school early.
“It starts with strong family foundations and education. Many offenders are school dropouts. There is need for stronger civic education so young people understand the consequences of crime,” he said.
Census data supports this concern, showing that a large proportion of offenders have limited formal education, reducing employment opportunities and increasing vulnerability to criminal activity.
Marango said education must play a central role in crime prevention efforts across the country.
“Yes, through probation officers and awareness programmes when schools request it. Education is key to prevention,” he said.
The report also shows that first time offenders make up the majority of detainees, accounting for nearly 89 percent. This suggests many individuals are entering the justice system without prior criminal history, often at a young age and with limited education.
Employment data from the census indicates that many offenders were either unemployed or engaged in the traditional economy at the time of their offence, further reinforcing the link between limited education, lack of job opportunities, and offending.
While Vanuatu maintains a relatively low imprisonment rate compared to other Pacific countries, authorities say the underlying social drivers of crime, particularly education gaps, must be addressed to reduce offending in the long term.
With little change between the 2023 and 2024 findings, the Department of Correctional Services is placing greater focus on early intervention, school engagement, and community awareness programmes as part of a broader strategy to prevent offending before it begins.
