The Vanuatu Government’s allocation of 1.5% of its annual budget for emergency response should be increased to 2% or 3% to reduce reliance on external funds and accelerate response times, said John Ezra, Director of the Department of Strategic Policy, Planning and Aid Coordination (DSPPAC) and Chairman of the Recovery Operation Centre (ROC).

Mr. Ezra said a larger emergency fund would enable the government to begin recovery projects immediately, with donor contributions supplementing the efforts. “If the government increases its allocation, we can start implementing recovery projects sooner without waiting for external funding,” he explained.

While the government has consistently allocated 1.5% of its total budget for emergency response, which is currently used for recovery efforts, Ezra emphasised that current operations, including the ongoing recovery from the 7.3 magnitude earthquake that struck Port Vila last year, rely solely on this allocation.

As the focus shifts toward long-term recovery, the process will depend heavily on well-prepared project proposals, Ezra said.

“We must properly frame the project proposals because they will undergo thorough reviews. If adjustments are needed, the respective sectors will be asked to revise their submissions until both ROC and DSPPAC are satisfied. Only then will the proposals be recommended to the National Recovery Committee (NRC) for approval,” he added.

The Chairman pointed out that delays in past recovery efforts have been worsened by donor-related challenges. “Donors often have competing priorities, and the level of support has decreased in recent years compared to what was provided after Tropical Cyclone Pam,” he noted.

For immediate relief efforts, the National Disaster Management Office (NDMO) will continue distributing food and supplies as directed by the Council of Ministers (COM).

Ezra also stressed the importance of directing all incoming recovery funds into a dedicated recovery account.

“In the past, a recovery account was set up to manage these funds. Once we start receiving project proposals, any additional funding will be channelled into this account to streamline the recovery process,” he said.
