Vanuatu’s Madlen Ruben will take the international stage once again as she steps in as the fifth official for the grand final of the 2025 OFC Under-16 Women’s Championship in Apia, Samoa.

The highly anticipated match is set to be played today at the Samoa Football Headquarters Field 1 in Apia and will see host nation Samoa and Oceania heavyweights New Zealand battle for the topmost position.

In what marks her fourth international tour as an OFC-badged assistant referee, the 28-year-old continues to build momentum in her officiating career. Ruben will work alongside a diverse team of match officials for the. Fiji’s Torika Delai will take charge as the center referee, supported by first assistant referee Natalia Lumukana of the Solomon Islands and second assistant referee Stephanie Minan of Papua New Guinea.

New Caledonia’s Kyllian Lelarge has been appointed fourth official according to OFC.

Ruben traveled to Samoa late last month to join the tournament’s officiating panel, which included fellow Vanuatu referee Alexandra Toto, as well as Jarethy George and John Noumeta.

Her appointment to the final match underscores both her growing experience and the trust OFC places in her officiating skills.

Ruben is determined to climb the ranks, aspiring to one day earn a FIFA referee badge.

 

“Sports is not only for men,” Ruben said in a recent interview. “Women can break barriers and reach their dreams too.”

Joel Hopkins, Acting Referee Development Officer (RDO) at the Vanuatu Football Federation (VFF), expressed his support for Ruben’s achievement and called for more female participation in refereeing.

“VFF encourages girls and women in Vanuatu to become referees—not just to officiate in local clubs and leagues, but to pursue the highest levels of recognition, including the FIFA badge,” said Hopkins.

Ruben is expected to return to Vanuatu soon and is already setting her sights on future tournaments.

As Vanuatu continues to foster a new generation of female officials, her journey serves as a motivating example for aspiring referees across the Pacific.

Hopkins emphasized that while female assistant referees are gaining visibility, there’s still a pressing need to increase the number of FIFA-badged referees in the country.
