The Vanuatu Police Training College (VPTC) Course Development Steering Committee (CDSC) convened its first meeting to initiate discussions on the course development processes for a new training curriculum for police and security recruits on Thursday, 14th of November 2024.

This marks a step towards improving the professionalism and operational effectiveness of Vanuatu’s public safety and law enforcement sector.

According to Vanuatu Police Force (VPF), this development is in line with broader sector reforms and is a commitment of the VPF, with the support of its development partners, to the need to modernize and establish a clear training path to creating a law enforcement workforce that is skilled and qualified by national and regional education and training standards.

The VPF stated that in June 2024, the Commissioner of Police appointed members of the CDSC with a Terms of Reference (TOR) outlining clearly the research and expertise areas where the committee is required to carry out its roles and responsibilities.

“The committee comprises eight individuals representing the VPF sub-sectors (policing, VMF and maritime), the civil society, private and corporate security, local community, education and training NZ Police Curriculum Advisor and with the support of the Vanuatu Australia Policing and Justice Programme,” VPF stated.

“The first meeting outcomes are the unopposed nomination of Sergeant Rita Maliliu who holds a Bachelor in Criminology and is the Officer in Charge of the Fraud Investigation Unit as the committee chairperson, reaffirmation of members’ representative roles and terms of reference; approval of a course development plan to guide the activities of the committee and VPTC development team and the initial discussions on proposed scope/coverage of the new course curriculum, along course design protocols.

“The proposed new training curriculum is designed to be a two- phase programme comprising a Certificate level 4 and a level 5 Diploma, both in Public Safety (Policing and Security Practice).”

The purpose of this curricular is to develop an individual’s competency to apply specialised knowledge and skilled practice, for various policing and security jurisdictions, within the law enforcement and public safety environment for the prevention and suppression of crime to ensure the preservation of peace and maintenance of law and order. It will develop individuals’ capability of using a series of legal policing and security skills to effectively serve and protect members of communities in accordance with the Constitution of the Republic of Vanuatu and creating a safe and secure environment for all to live in.

VPF concluded that when developed, accredited and fully implemented, this new training curricular would prepare officers for the challenges to be faced in the course of policing and securing a complex society like Vanuatu.
