The Chief Executive Officer of Transparency International Vanuatu (TIV) and Chairman of Vanuatu Association of Non-Government Organisations (VANGO), Dr. Willie Tokon, has challenged the Government to answer to the people’s cries saying, the Constituency Allowance should have benefited them but it has not.

“Our health services are very poor and in some places non-existent. Our schools are very badly short of resources while some have closed”, he said.

“So where is the Government priority here because it seems as if their priority is to fill their pockets with public fund because the proposed increase of MP Allowance would not be paid into a Project Fund but into their personal accounts”?

The Chairman is not sure if the payment is in line with the current financial management Act or not. “Personally, I do not think so because the payment should be paid into a project fund and a report is done.  It must be transparent and everybody must know where the funds go.”, he said.

“So let us not be surprised if such a bill is passed. From now onward, as Civil Society under VANGO, we want to ensure that everybody knows what the civil society thinks”.

TIV and VANGO, comprising over one hundred member associations, have spoken out clearly that they are totally against the proposed increase of MP Allocation from Vt5 million to Vt10 million without justification.

Dr. Willie Tokon is calling on approximately 2,400 plus members of his organations who are voters, to take appropriate action to express themselves against such an increase without saying it is time to act.

He is calling on the members to go to parliament to observe those MPs who support the bill. “We want to suggest that those who support the bill do not return to power”, he said.

 “While some MPs and Ministers have said there is no need to worry as it has not come to the Council of Ministers and Caucus yet, but the fact is that it is on the list. At the end of the day every MP would benefit from such an increase.

“Last week the Clerk of Parliament told us that the Bill could come to the Parliament at any time with one week to mature then it can be debated”.

The Chairman said for this reason, his organisations are advising the public about the bill for two main reasons:-

  • Where its justification is or what would they do to improve life in the communities with the increase?
  • Where is the report on the present allowances already spent? Civil Society never saw any report on the allowances used. The money comes from the MP Constituency Allowance.

“In the meantime, the cost of living is going up, our roads in urban areas are deteriorating, our Air Vanuatu service has become very unreliable and unsafe and the latest report in the Daily Post says over 600 teachers are under suspension for demanding their entitlements.

“It means our students are still waiting to sit for their final examinations for the end of the year and the examination has been postponed.

“Meanwhile, the Prime Minister, Minister of Education and Minister of Finance, have not said anything except that the issue is being dealt with but the teachers have not been paid”.

But the Chairman said the truth is that if they have been paid, they would have returned to work.
