On 16th and 17th of October 2024, Kolisen Blong Leftemap Edukesen (KoBLE) led a two-day workshop focused on the GAPSED+ framework for equity and inclusion in education.

The GAPSED+ framework emphasises key areas of equity and inclusion: Gender, Age, Place, Socio-Economic Status, Ethnicity, Disability, and others, aimed at raising awareness and promoting action for marginalised groups in educational settings.

Judith Iakawai from the Vanuatu Society of People Living with Disability noted that while progress has been made in Inclusive Education through the Ministry of Education and Training (MoET), a multi-sector approach involving other ministries—such as Health and Infrastructure—is essential. Accessible facilities and proper health diagnoses are critical for students with disabilities before they can attend school.

The workshop gathered diverse participants, including representatives from the SHEFA Provincial Government Council, the MoET, the Vanuatu Christian Council, INGO CARE International, and local organisations such as the Vanuatu Society for People with Disability, Youth Challenge Vanuatu, and Transparency International Vanuatu. Participants engaged deeply with the framework, critically identifying societal attitudes such as stereotyping and bias that affect the delivery of education services.

Jane Iatika from the Port Vila Women Council emphasised the need to support community members with varying needs, asserting that there is no “one size fits all.” She highlighted socio-economic disparities in the community that often go unnoticed, affecting those in poverty.

Key recommendations included the need for improved and accurate disaggregation of data on children with disabilities through strong partnerships between the Ministry of Health and the Ministry of Education and Training; increased school grants for children with disabilities; targeted budget allocations for children with disabilities in education; scholarships for students with disabilities; monitoring of out-of-school children and youth; revival and strengthening of rural training centres; inclusion of industrial arts, home economics, technology, and entrepreneurship in schools; a compulsory education policy from ECCE to university; an adult learning and education policy; and social protection measures through income tax.

With support from the Asia South Pacific Association of Basic and Adult Education (ASPBAE), the GAPSED+ Equity & Inclusion module was developed by the South Pacific Education Coalitions, of which KoBLE is a member, to address ongoing gaps in access to equitable, quality education.
