The Vanuatu Electoral Commission (VEC) and the Vanuatu Electoral Office (VEO) have invited observer groups—including international organisations—and media to take part in the observation of the upcoming Provincial and By-Elections scheduled for 8 July 2025.

These elections will cover the Provincial Councils of PENAMA, MALAMPA, SHEFA and TAFEA, as well as by-elections for the SANMA Provincial Council and Port Vila City Council. The invitation aims to support transparency throughout the election process, covering the campaign period, polling day, and post-polling activities.

The VEC will handle the accreditation of organisations and their observers upon receipt of completed applications. Accredited groups will receive a briefing package that includes polling station locations and electoral maps. All observer organisations will be responsible for managing their own logistics and security arrangements.

The VEO will also provide each accredited group with the mandatory Electoral Observer Code of Conduct, which outlines the responsibilities and permitted activities of observers.

The VEC oversees the planning and management of electoral processes in Vanuatu, while the VEO—its operational arm, led by the Principal Electoral Officer (PEO)—carries out the administration of elections.

Organisations interested in election observation can contact the VEO via email at voter_election@vanuatu.gov.vu for accreditation and further information.
